The film begins with general shots of Newcastle Quayside, taken from Gateshead, panning along from the Tyne Bridge to the new Quayside Cranes and including footage of the buildings surrounding All Saints Church before the All Saints Offices and Central Motorway developments. Dignitaries arrive by boat to the opening of the new quay, and are filmed by a news cameraman. Speeches are presented by the mayor and another dignitary, who reveals a plaque. The ship "City of Exeter" is moored at the new quay, spectators nearby. An event takes place in the new Civic Centre, where dignitaries present speeches.
